Ceará Goes To School

The state of Ceará in northeastern Brazil is undergoing one of the most ambitious reforms of public education in Latin America. In this article, Normal Gall describes his experience visiting classrooms and interviewing teachers in the region, and discusses the value of literacy in a developing country with immense political and fiscal uncertainties.
