Luís Filipe de Miranda Grochocki is an Analyst in Science and Technology at the Brazilian Federal Agency for the Support and Evaluation of Graduate Education - CAPES. He is currently the International Affairs Coordinator at the Brazilian National Agency for Data Protection. He is also a professor at the School of Public Policy and Government at Fundação Getúlio Vargas - FGV EPPG - and at the School of Business, Accounting, Economy and Public Management at the University of Brasília - UNB. Federal civil servant since May 2009, he held the positions of Director of Educational Studies (2022-2023) and Director for Assessment and Evaluation in Higher Education at the National Institute of Educational Studies and Research Anísio Teixeira - INEP (2021-2022), Advisor to the Secretariat for Regulation and Supervision of Higher Education - SERES - at the Ministry of Education - MEC (2021), General Coordinator for Scholarships and Projects (2013-2016), General Coordinator for International Programs (2012-2013), and Coordinator for South-North Cooperation (2011-2012) of the International Relations Department at CAPES. He also acted as Coordinator for the Science without Borders Program (2013-2016). From July 2006 to March 2009, he was Administrative Assistant to the Office of the President at Companhia de Saneamento Ambiental do Distrito Federal - CAESB. He holds the degree of Doctor of Philosophy in Education Policy from Stanford University (2020), he also holds a Master's degree in Science Education (2016) from the Federal University of Rio Grande do Sul - UFRGS - and Bachelor's degrees in International Relations (2004) and Law (2010), both from Centro Universitário de Brasília - UNICEUB. His research interests are education policy, higher education, social networks, and international mobility.
