Nogueira works as a researcher and a coordinator at the Center for the Development of Public Management and Educational Policies (FGV DGPE) and as a professor of the Professional Master’s in Public Administration (MAP) at the Brazilian School of Public and Business Administration (FGV EBAPE). Her former positions include director of the vice minister office at the Brazilian Ministry of Education (MEC); chief of staff and vice president of the National Fund for the Development of Education (FNDE); and, coordinator of the unit of planning and educational policies at the Ceara State Education Department (SEDUC-CE).
