Educational Reform in Brazil (2011–2020): An Engineer’s Perspective from Within the Policy Process

About the presentation: Eduardo will show an engineer’s perspective on the educational process and on how the value proposition of an education system is related to its curriculum. From this perspective, it will be presented the process of discussion and approval of the main elements of Brazil’s educational reform in the 2010s—the National Common Core Curriculum (BNCC) and the new upper secondary education model, during the period in which he led the Santa Catarina State Department of Education, CONSED, and CNE, and also as a member of the Movement for the BNCC. The motivations, organization, challenges, and outcomes of this process will be highlighted.

About Eduardo: Eduardo Deschamps was born in Blumenau, Santa Catarina, Brazil. He is an Electrical Engineer, with a postgraduate degree in Entrepreneurship in Engineering, a Master’s degree in Electrical Engineering, and a PhD in Engineering from the Federal University of Santa Catarina (UFSC). He holds an MBA in Leadership and Public Management from the Center for Public Leadership (CLP) / Harvard Kennedy School. He served as a professor at the Regional University of Blumenau (FURB) from 1990 to 2026 and was Rector of FURB from 2006 to 2010. He was a professor in the CLP MBA in Leadership and Public Management from 2019 to 2021. He served as Deputy Secretary (2011) and Secretary of State for Education of Santa Catarina from 2012 to 2018. He was President of the National Board of State Secretaries of Education (CONSED) from 2015 to 2016. He was a member of the State Board of Education of Santa Catarina from 2011 to 2023 and of the National Board of Education (CNE) from 2016 to 2020, where he served as President of the Plenary Board between 2016 and 2018 and chaired the committees on the National Education System, High School Education, and the BNCC. He has been a member of the Stanford LC Expert Network since 2023. He currently works as a consultant in leadership and educational management at Deschamps Assessoria.
