About Raquel Sobral Nonato
Raquel Sobral Nonato holds a Ph.D. and M.Sc. in Public Administration and Government from EAESP/FGV and a bachelor's degree in Public Policy Management from the University of São Paulo (USP). She is a Visiting Scholar at Stanford’s Graduate School of Education and leads the Knowledge Management division at Itaú Foundation, focusing on education and employment. Her work centers on public policy, monitoring and evaluation, and cross-sector collaboration, with a particular interest in advancing equity through vocational education policies.

This presentation examines the trajectory and evolution of Technical and Vocational Education and Training (TVET) policies in Brazil, highlighting the importance of intersectoral public policies and collaboration among diverse stakeholders. It explores how TVET is structured, the key challenges in aligning education with workforce demands, and the opportunities to expand access to quality technical education and work-based learning. By analyzing policy milestones and stakeholder engagement, the session aims to address and contribute to the debate on policies that support youth transitions from school to work, strengthen pathways to good jobs, and enhance the connection between education and employment.
