Professor José Francisco Soares holds a PhD in Statistics from the University of Wisconsin - Madison and a postdoctoral degree in Education from the University of Michigan - Ann Arbor. He is a retired full professor at the Federal University of Minas Gerais (UFMG), where he continues his research activities at the GAME. In the area of educational assessment, he was a member of the INEP Advisory Committee, a member of the Governing Council of the Everyone for Education Movement, a member of the National Education Council from 2012 to 2014, and is currently a member of the Technical Council of the National Institute for Educational Evaluation. (INEE) from Mexico. He was the first elected president of the Brazilian Association of Educational Assessment (ABAVE). In 2011 was chosen by ABAVE for the special tribute. In 2012 he received the Bünge Award for his contributions in the area of educational assessment. From February 2014 to February 2016, he was president of the National Institute for Educational Studies and Research Anísio Teixeira (INEP / MEC). He is currently a member of the National Board of Education. His academic performance is concentrated in the area of Systems Evaluation, Educational Institutions, Plans and Programs, and Educational Policies, with emphasis on educational outcome measures and calculation and explanation of the effect of Brazilian elementary schools and educational inequalities.
