
Lucas Fernandes Hoogerbrugge is an Educational Policy consultant with +10 years of experience in Basic Education. Throughout his career, he held several leadership positions in both the government and non-profit organizations, working with advocacy and educational policy implementation.
In his last position, Lucas was responsible for the Government Relations area of Todos Pela Educação, where he coordinated advocacy strategies in the Federal and Subnational Governments in Brazil as well as in the National Congress. Before that, he led strategic programs in the Brazilian Ministry of Education and at the State Department of Education of Ceará, also serving as a board member of the Minas Gerais State Board of Education.
Lucas also acted as a consultant on Basic Education projects for multilateral organizations, non-profit organizations, and Governments. Prior to getting involved with public education, he worked in business development and project management at startups.
He holds a Master in Education from Stanford University and a degree in Business Administration from Unicamp. His main research interests are in Educational Policy Implementation, Education in Federalist Systems, Mid-level Management in Education, and Public Governance in Education.
